Parish Councillor Vacancy

Litter pick – thank you!
On the 8th March the Parish Council Annual Litter Pick took place.
We had groups from Cubs, Rainbows, Beavers, Girl Guides, including their leaders and parents and two other volunteers including Saint Mary’s church. The group collected 18 bags of rubbish.
A very successful Litter Pick – thank you to all who helped!
Road Works
The Council has been made aware of several upcoming road works. P lease note that Notices for urgent works can last up to 5 consecutive days only.Access will be maintained for emergency service vehicles and for those frontages within the closure area, subject to the progress of the works and liaison with the works supervisor.

Temporary Emergency Road Closure at Bridewell Lane, North Leigh
In the interests of public safety it will be necessary for Oxfordshire County Council to temporarily close the Bridewell Lane whilst emergency drainage works are carried out for public safety reasons.
A temporary Emergency Notice is being made to implement the temporary closure and will operate from 12/03/2026 (08:00).
The anticipated completion date is 20/03/2026 (16:00).
Temporary Emergency Road Closure and No Waiting at Wilcote Lane, North Leigh
In the interests of public safety it will be necessary for Oxfordshire County Council to temporarily close the Wilcote Lane whilst emergency carriageway repairs works are carried out for public safety reasons.
A temporary Emergency Notice is being made to implement the temporary closure and will operate from 12/03/2026.
The anticipated completion date is 20/03/2026.

TTRO (T17329) Temporary Road Closure, North Leigh, Wilcote Road
In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate carriageway surface dressing works.
A temporary Notice is being made to implement the temporary closure and will operate from 8 April 2026.
The anticipated completion date is 12 April 2026, 04:00 to 18:00 hours.
TTRO (T17595) Temporary Road Closure, Witney, A40 Bypass (East & West)
A temporary Notice is being made to implement the temporary closure and will operate from 20 April 2026. The anticipated completion date is 23 April 2026 , 20:00 to 06:00 nightly.

In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate surface dressing works.
A temporary Notice is being made to implement the temporary closure and will operate from 5 May 2026.
The anticipated completion date is 9 May 2026, 04:00 to 18:00 hours.
Temporary Road Closure and “No Waiting” restriction at Hailey, Finstock, Ramsden, road through White Oak Green & Witney Road, Middletown
In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate surface dressing works.
Temporary Notices (Notice 1 and Notice 2) are being made to implement the temporary closures and will operate from 6 May 2026.
The anticipated completion date is 10 May 2026, 04:00 to 18:00 hours.
Temporary Road Closure and “No Waiting” restriction at Long Hanborough, Freeland, Witney Road
In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate surface dressing works.
A temporary Notice is being made to implement the temporary closure and will operate from 6 May 2026.
The anticipated completion date is 10 May 2026, 04:00 to 18:00 hours.
Temporary Road Closure and “No Waiting” restriction at Witney, A40 Bypass (East & West bound)
In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate hydroblasting and road marking.
A temporary Notice is being made to implement the temporary closure and will operate from 11 May 2026.
The anticipated completion date is 16 May 2026, 20:00 to 06:00 nightly.
Temporary Road Closure at Hailey, New Yatt Road
A request has been received from First Call Traffic Management for a temporary road closure to apply to a length of New Yatt Road whilst essential ducting works on behalf of BT are carried out.
A temporary Notice is being made by Oxfordshire County Council to implement the temporary restriction and will operate from 15 May 2026 up to and including 19 May 2026, 24 hours per day.
Temporary Road Closure and “No Waiting” restriction at North Leigh, road from North Leigh to Witney & Witney Road
In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate surface sealing works.
A temporary Notice is being made to implement the temporary closure and will operate from 25 May 2026.
The anticipated completion date is 29 May 2026, 04:00 to 18:00 hours.

In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate surface sealing works.

The anticipated completion date is 30 May 2026, 04:00 to 18:00 hours.

In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate surface sealing works.
A temporary Notice is being made to implement the temporary closure and will operate from 26 May 2026.
The anticipated completion date is 30 May 2026, 04:00 to 18:00 hours.
RE: TTRO (T17754) temporary road closure -Freeland, Long Hanborough, Witney Road
In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate surface sealing works.
A temporary Notice is being made to implement the temporary closure and will operate from 27 May 2026.
The anticipated completion date is 31 May 2026, 04:00 to 18:00 hours.

In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate highway improvement works.
A temporary Notice is being made to implement the temporary closure and will operate from 1 June 2026. The anticipated completion date is 5 June 2026, 09:30 to 15:30 daily.

In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate highway improvement works.

The anticipated completion date is 5 June 2026, 09:30 to 15:30 daily.
August/September
Temporary Road Closure – at Charlbury, Fawler Road
A request has been received from SGN for a temporary road closure to apply to a section of Fawler Road, whilst essential gas main repair works are carried out.
A Temporary Traffic Regulation Order (TTRO) is being made to implement the temporary closure and will operate from 10 August 2026.
The estimated completion of the works is 13 September 2026, 24 hours daily.
Local Government Reorganisation Consultation
As you may be aware, the Government is holding a consultation on 3 models being considered for Local Government Reorganisation. Details on the consultation and the 3 models can be found here: Local government reorganisation in Oxfordshire – GOV.UK.
Residents are invited to comment. The Parish Council will be considering their response at the meeting on the 12th March.
Water for delivery to vulnerable residents
The Council is very appreciative all of the local efforts.
The Council asks that residents look in on any vulnerable residents you know. If there are residents you know of who could benefit of assistance, please contact the Clerk on 07739 039496 or parishclerk@northleighparishcouncil.gov.uk or message Councillor Sarah Veasey on Facebook/phone her on 07798 730925 as we have 9 six packs of water which can be delivered this afternoon to vulnerable residents on a first come/first served basis.
Message from the District Council regarding Thames Water
You may already be aware of an ongoing issue where a water main that supplies a large area of West Oxfordshire has burst.
Thames Water are currently on site carrying out repairs. However, due to the location and size of the pipe, this is a complex repair and may take some time to resolve.
As a result, water supplies across West Oxfordshire are experiencing low pressure or loss of supply. We expect the situation to worsen throughout the day, with Carterton, Witney and other surrounding areas potentially losing water supply this afternoon. Thames Water are issuing updates on their website.
We would appreciate your help in sharing any important information and updates with residents in your communities, including the locations of the two bottled water stations that will be open until 21:00 this evening:
If you are aware of any vulnerable residents, please could you arrange for someone to check them just in case they haven’t been provided with any bottled water so far, and direct them to Thames Water’s Priority Services Register, which offers additional support for those who may need it.
